Regione Abruzzo
For years, the Energy Department of Regione Abruzzo has been committed to dynamic energy development, dissemination and training with
very good results nationally and within Europe. This has been governed by the Regional Energy Plan. The Plan dictates strategic energy actions, harmonises them with the local context and creates a reference framework for public and private stakeholders involved in energy matters.

In early April, Abruzzo was hit by an earthquake that seriously damaged many buildings, in particular in the historic city of L’Aquila and its province. The region now has the challenge of rebuilding quickly using not only earthquake proof criteria, but also energy efficiency ones. This will lead to an energy consumption reduction far beyond the minimum requisites established by Legislative Decree 192/05 and following decrees in line with the European Directive on energy saving in buildings.

The whole population of Regione Abruzzo is benefiting from our dissemination and awareness campaign for sustainable energy development.
Financed by Regione Abruzzo, this is a competition among the schools of Regione Abruzzo. The objective is to promote knowledge of energy saving criteria and renewable energy sources, raise awareness on the impact everyday behaviours have on the environment and foster sustainable consumption-oriented behaviours.
During 2008-2009, children were asked to describe the most important issues for our planet through different media, such as poetry, music, painting and short films. Movre than 10,000 students (from 3-18 years old) were involved. All the results were assessed by the Official Energiochi Commission and more than 1,300 students received awards.
Regione Abruzzo and the Italian Ministry of Environment signed an agreement to enhance agro-forest and residual biomass in the region. This establishes a programme for the creation of complete systems to develop agro-forest and residual biomass in Regione Abruzzo, with particular attention to collection, treatment, distribution, selling, final use and conversion into electricity and heat energy in dedicated plants.
We are actively adhering to the constitution of the Task Force Hydrogen Italy (H2IT) for the development, promotion and dissemination of hydrogen technologies, a low environmental impact energy vector.
Against an objective of reducing vehicle emissions, the region is establishing a network of eco-friendly gasoline stations with multi-fuel pumps (including conventional fuels, methane, GPL, hydrogen and methane blends and hydrogen). The hydrogen provided will be produced locally from renewable energy sources. We are developing a Protocol Agreement between Regione Abruzzo and private partners including ENI S.p.A. and FIAT S.p.A. Research Centre. Moreover, an Energy Department representative holds the position of vice-president of HyRAMP (European Regions and Municipalities Partnership for Hydrogen and Fuel Cells).

EU Projects
We are also participating in these European co-financed projects.
Enerwood project on renewable energy and forest management aims at achieving an efficient solution to damage caused by excessive greenhouse gas emission. It puts real examples of positive strategies, better management of forests and agriculture activities and a database shared across the Adriatic border network.
Regenergy is a partnership of 18 regions from 11 European countries to promote and assure environmentally sound and affordable heat energy provision on a local level. It is also creating a network of European regions that are innovators in organisational, political and financial solutions for heating and cooling.
Enersun focuses on the development and shared experimentation of energy production and storage from solar power plants, fostering cooperation between public authorities, privates and other stakeholders. One result has been in 2008 where an experimental solar parabolic concentrator power plant was installed.
Probio is an initiative to encourage the integration between production and consumption in the biodiesel supply chain in five participating European areas. This will be achieved by improving the raw material supply availability to the biodiesel plants, supporting training initiatives for farmers and agricultural sector workers and new market initiatives concerning biodiesel use.
Biogas Regions project fosters the biogas development, specifically building biogas plants, in seven European regions. In particular, this encourages the mobilisation of synergies between local authorities, farmers and food processing industries, and also the formulation of work strategy addressed to local authorities. Training sessions, information campaigns and seminars will be organised for stakeholders and motivated technicians.
In addition to all the above activity, Regione Abruzzo is quickly approaching the objective of 31% of energy produced by renewable energy sources – targeted by the Regional Energy Plan for 2010. The correct construction of renewable energy plants within the region are governed and supported by:
- Guidelines for wind energy plants in the regional territory;
- Guidelines for photovoltaic energy plants in the regional territory; and,
- Study to support the regional planning for water resources.
