Setting a sustainable stage in Sardinia

The Sardinia Region is establishing sustainability policies through an integrated action plan including both pure environmental policies and the integration of environmental policies in development issues.

The Region has created an Environmental Action Plan, soon to be approved, that constructs environmental policies on the basis of an analysis of the current state of the environment. The plan describes all the environmental policies from the Sardinia regional plans and integrates them with overarching sustainability policies.

The action plan has the following objectives:

  • Climate change (emissions in atmosphere from energy and transport);
  • Nature, biodiversity and soil defence (biodiversity, Nature 2000 protected areas, landscape and cultural goods, soil protection);
  • Environment and health (air quality, productive systems and technological risk);
  • Sustainable use of natural resources (waste management, soil remediation, water management).

Tying up with Europe

In July 2008, the European Commission adopted its Communication on green public procurement (GPP) for a better environment with a political target of 50% GPP to be reached by Member States by the year 2010. The Sardinia Region has responded with specific actions on GPP, specifically the objectives are to set common – voluntary – GPP criteria. These have been recommended for inclusion in tender documents for a series of priority product and service groups.

The Sardinia Region also participates in a Life Plus project, the green public procurement Information Network, which aims to further stimulate the diffusion of green public procurement in public administration. The Sardinian “Green Public Procurement” action plan has three objectives taken from the European GPP Action Plan:

  • Reduction of waste production;
  • Sustainable use of natural resources and, in particular, energy;
  • Reduction of the use of dangerous substances.

The plan is funded from the OP FESR 2007-2013 and the proposed activities are:

  • Technical assistance to the Sardinian public administrations in setting the green public procurement criteria;
  • Implementation of eco provincial information offices;
  • Demonstrative actions on responsible consumption in the regional offices and in the local public administration;
  • Analysis of consumption and energy efficiency diagnosis in the regional buildings; and,
  • Policies for water and energy consumption reduction.

Wider regional policies

The climate change objectives will be further pursued by the Sardinia Region through the implementation of policies on energy efficiency in building construction, in light pollution and through the stimulation over the use of renewable energy sources, both for public administration bodies and the private sector.

Specific guidelines have been published about the reduction of light pollution in cities and the placement of renewable resources plants. A policy about environmental education has been defined, aiming to improve the quality of environmental education and establish a network of environmental education centres. The Sardinia Region will coordinate this network and the environmental education. It has funded educational programmes on environmental sustainable tools and the specific activities around them.

Specific policies have been implemented as an extension of Agenda 21 in Sardinia over the environmental certification of public bodies and business. In particular the region implemented an Agenda 21 network to share experiences and promote the integration of Agenda 21 into strategic plans for local development – their construction and environmental assessment. The result is that any strategic environmental assessment is now integrated with the regional and local policies and ensures we reach the environmental objectives in all development policies.

The FAS programme for infrastructure implementation, the rural development programme, the FESR Operative programme and the regional waste programme were subjected to the strategic environment assessment procedure. It is in these ways that Sardinia Region is taking practical steps, on the policy level, to establish a framework where business, government and civil society can together address climate change.

The Sardinian regional administration is using an incentive policy to build new photovoltaic plants. It is directed at public institutions, regional administration, small and medium-sized private firms and to individuals, as an example of renewable energy adoption. The Administration has also prepared a long-term programme for local public bodies to achieve energy-saving and to fight light pollution
Through OP FESR 2007-2013, the Administration is committed to the realisation of innovative projects on renewable energy.
