If Jonathan Pershing and President Obama listened to public opinion honestly they would see that there there is overwhelming public support to cut CO2 emissions. People understand the link between CO2, global warming and climate change, especially after Hurricane Sandy.

The major polluters in the US are not public however, they are large private energy corporations, they oppose any and all regulations and have controlled the debate and environmental regulations in the US for the last 20 years (why do we have so many "safe coal" commercials?). That's why President Obama has to stop listening to Big Energy and show leadership on this issue and sign a binding global emissions agreement, whatever form it takes.

Jonathan Pershing needs to go to a few Green Energy conferences and the like and start talking and understanding citizen's concerns and not being an uninspiring government drone.Quibbling about terms such as "equitable" is just a smokescreen. The US and China are the world's major polluters and we need to show leadership. After all, we are a democracy still, unlike China.
